What is a QSAP?

If you tested positive for drugs or alcohol...

Access Associates can help you do what it takes to get back to work. In 2001, the Department of Transportation adopted guidelines stating that if you test positive for drugs or alcohol in a urinalysis or breathanalysis, you are required to work with a Substance Abuse Professional and follow a step by step process to ensure that you can return to work safely as per DOT regulations. Since that time, the Department Of Transportation regulations have become stricter and, effective January 1, 2004, you will have to be evaluated by a Qualified Substance Abuse Professional. Dr. Garlock is a Qualified Substance Abuse Professional who can administer Substance Abuse Professional (SAP) evaluations to employees and assist them in the return to work process. Mr. John Baxter is also a Substance Abuse Professional (SAP) who administers Substance Abuse Professional (SAP) evaluations to employees.

QSAP Services

Access Associates provides a wide range of services for companies designed to meet your DOT educational and assessment needs. We provide services with you in mind - delivered on-site at your location or through one of our four convenient office locations in the greater metropolitan Houston area. You'll find that our services are affordably priced.

  • QSAP Affiliate Network
    QSAP services are in development that will be provided throughout the U.S. through a comprehensive Affiliate Network. Approved affiliates have gone through an intense qualifying process prior to acceptance in the network. Access Associates also employs effective quality assurance procedures, insuring that our clients are in compliance with the QSAP process. We will be offering our Affiliate Network in the near future.

  • Substance Abuse Professional (QSAP)
    Services provided in accordance with 49 CFR Part 40, Department of Transportation's Alcohol and Drug Testing Rules. Dr. Garlock is qualified to perform these services. You can call (713) 829-1027 or (713) 927-3183 to talk with him.
  • Drug-free Workplace Programs
    Helping employers to address the ever-increasing problems of drug and alcohol use and abuse in the work place with focus on:
    • Policy and procedures. Development and implementation of key policies regarding drug-free workplace.
    • Supervisory and management training. Helping managers understand their role and responsibilities in maintaining a drug free workplace environment
    • Employee training. Alcohol and drug abuse education and awareness training for employees.
    • Counseling and referral services. Assist employees who have loved ones affected by drug and or alcohol use.
  • Intervention Services
    Intervention services focus on assisting family and friends who are caught up in the addictive behavior of a loved one. We conduct a "family" intervention designed to confront that individual with their own destructive behavior and how it is affecting those that care about them.

  • Critical Incident Stress Management
    In the event of a "life changing" traumatic accident at the work place, a specialized team will work with management and those directly affected, by learning to accept and understand the "normal" reactions to this very "abnormal" event.

  • Stress Management Programs and Classes
    These workshops teach individuals and groups to cope effectively with the stress and stressors in their lives including balancing work and family.

  • Anger Management Programs and Classes
    These specialized services target individuals who have difficulty containing their emotions and reactions to stressful situations.

  • Employee Assistance Programs
    Low-cost employee assistant programs designed for small to medium size companies and their employees.

  • Training and Education Programs
    DOT and non-DOT training services for employees and supervisors.


How the QSAP Process Works

The process works like this:

  • Initial Evaluation. You meet with a QSAP who conducts an evaluation. The evaluation process takes approximately 2 hours to complete.
  • Determination. The QSAP determines if you need assistance with the alcohol misuse or illegal drug problem. The QSAP must provide appropriate documentation to the DER who is your companies designated employer representative to the DOT about your identified service needs in the evaluation. ∑ Education or treatment referral. Our QSAP will refer you to the appropriate education or treatment services based upon the needs identified in your evaluation. At a minimum, the QSAP or SAP must recommend substance abuse education. You will receive a referral to two facilities that provide the services you are required to complete.
  • Return to duty evaluation. Our QSAP will conduct a return to duty evaluation to determine if you have complied with the recommendations for treatment or education that you were given when you were initially evaluated. If you have substantially complied with the recommendations and have successfully completed the recommendations as outlined by the QSAP you can participate in the return to duty evaluation process and be considered for a possible return to work.
  • Follow-up testing. Our QSAP will establish follow-up testing regimen. Our SAP may recommend drug and alcohol testing for those employees who have poly-substance abuse problems. You are required to complete at least six tests in the first year upon your return to safety sensitive duty on your job. Our QSAP will likely recommend continuation of testing up to sixty months. Our QSAP may also recommend a "continuing care" regimen (aftercare, meeting with your 12-Step sponsor, 12-Step meetings, etc) as were recommended by your treatment provider.


Payment Options

We accept major credit cards, company checks and cash. Fees are due at the time services are delivered. Company checks can be mailed to Access Associates for services rendered with prior approval from our staff.

Finally, we will provide you with a written estimate of the cost of our services along with a written agreement outlining our specific responsibilities to you plus the specifics of our program implementation.
